Following a thorough procurement process over the past five months, we are pleased to announce the appointment of Expleo Technology UK Limited (with their subsidiary company, Moorhouse Consulting Limited) as the Lead Delivery Partner (LDP) for the Market-wide Half-Hourly Settlement (MHHS) Programme.

For the benefit of the industry and the success of the Programme, Elexon decided to partner with expert programme delivery teams to ensure sufficient capacity and talent to run what is a complex, multi-party programme.

A number of high-quality proposals were assessed; Expleo proposed value for money, a high degree of cost certainty, and a flexible and ‘hands-on’ approach. They were technically robust and adaptable in collaborating with Elexon’s Senior Responsible Owner (SRO) function and demonstrated healthy partnership behaviours throughout the process.

Expleo will provide a Central Programme Team, Programme Management Office, Programme Party Coordinator, and System Integrator functions.

Contracting with a single supplier to provide this service will reduce risk and complexity, increase efficiencies, and ease delivery, allowing us all to focus on effectively delivering the Programme at a lower cost.

When will Expleo join the MHHS Programme?

We expect Expleo colleagues to join the MHHS Programme from December 2021. The composition of the Expleo team will change over time to meet the needs of the Programme.

Expleo colleagues will start engaging with participants through December 2021 and January 2022.

Keith Clark, Client Director at Moorhouse

Keith is the Programme Manager and lead for Expleo’s LDP team. He has spent over 30 years working in senior roles across technology industries, in consulting and specialising in transformation programme leadership in energy and many other industry sectors. Keith aims to bring together his experience and the talents of his team in working effectively in partnership with the Elexon/Implementation Manager (IM) SRO team to enable sustainable benefits for the energy industry and, ultimately, its consumers.

Kate Goodman, Test Architect at Expleo

Kate is the Test Architect on the MHHS Programme working in the Expleo Systems Integration team. She has a rich background in software delivery, having worked in this space for over 25 years at Logica/CGI. Since then, Kate has played key roles in major energy change programmes including a long period at Smart DCC. More recently, Kate has been leading the Faster Switching Licensed Party Assurance.

Simon Harrison, MHHS Design Lead at Moorhouse

Simon is the Design Lead on the MHHS Programme. He has over 25 years of experience in the energy industry working for consultancies, suppliers and central bodies. He has played key roles in the design and operation of major industry programmes including Smart Metering and Faster Switching. Simon lead the MHHS work at Smart DCC and within the Smart Energy Code committees until the end of 2020.
